On what basis does the EU AI Act impose obligations?

Why this is the answer

The Act is risk-based: the same underlying technology carries different obligations depending on what it is used for, so a recommender and a medical triage system are treated differently. Model scale triggers some separate general-purpose provisions but is not the organising principle, and neither revenue nor algorithmic technique determines the tier.
